The Department of Industry issues Duty Exemptions and Industrial Permit to any person or company operating an industrial undertaking and internationally traded services undertaking in Vanuatu.
Duty exemption is an import substitution provided by the Department of Industry under the Import Duty Act Cap 91. The Duty Exemption aims to support value addition among the local manufacturers and to help them to compete with imported products as well as encourages export of local made products. It is a local family business opened since 1974 for La Ferme de Tagabé and 1982 for Switi LTD.

ACM handcrafts the cocoa beans from the islands of the archipelago into 5 different island origin 70% dark chocolate with Epi, Aore, Malo, Santo and Malekula and 9 flavoured chocolate using the local communities products with coconut, chili pepper, cocoa nibs, kava (Piper Methysticum), cristalized ginger, cristalized turmeric, sea salt, roasted nangai (Canarium Indicum) and arabica coffee. ACM is also conformed to the codex HACCP for the production of chocolate and the packaging and distribution of chocolate, cocoa nibs, cocoa butter and cocoa powder.
The benefits of ACM are re-invested into ACTIV Association which works for the empowerment of the small-scale producers and communities from the islands of the archipelago of Vanuatu and for the improvement of their livelihoods through training, products development and market access.
Two of the cocoa producers from Malo and Malekula we are working with were selected among the best 50 cocoa producers in the world at the Cocoa of Excellence competition in 2017 at Paris in France and Aelan Chocolate Makers received several awards at the NZ International Chocolate Awards in 2017 and two gold medals for the Malekula and Malo origin; Silver Medal for Epi origin for "Best Vegan Chocolate" and one Silver medal was received for our chili pepper for the 'Top Spicy Chocolate" at the International Chocolate Salon- Artisan Chocolate Awards in San Francisco in July 2018.
